Chairman Robert Anderson called the Planning Commission Meeting to order at 5:29 p.m. The meeting was held January 9, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Robert Anderson, Commission Members Bennett, Eberhard, Forrest, Stokes, Zoning Administrator Steve Bench, and Deputy Recorder Cynthia Nelson were in attendance. Commission Members Capener and Greener, along with Councilmember Rohde were excused.

1. Approval of agenda: January 9, 2018

Motion by Commission Member Bennett to approve the January 9, 2018 agenda with item 3. b. being struck out. Motion seconded by Commission Member Forrest. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Stokes – aye. Motion approved.

2. Approval of minutes: October 10, 2017

Motion by Commission Member Stokes to approve the October 10, 2017 minutes. Motion seconded by Commission Member Eberhard. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Stokes – aye. Motion approved.

3. New Business:

a. Discussion and approval of the 2018 Annual Meeting Schedule

Motion by Commission Member Eberhard to approve the 2018 Annual Meeting Schedule. Motion seconded by Commission Member Forrest. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Stokes – aye. Motion approved.

b. Preliminary Review for River Valley 4-Plex Subdivision Phase 2, Lots 22 and 23 Amendment – Sierra Homes

This item was struck from the agenda.

c. Preliminary Review for Spring Acres Phase 6 – Marc Allred

Administrator Bench said this is the Spring Acres subdivision that had three lots done a year or so ago and the two roads loop around (2700 West and 1100 North roughly). They approved lots 73, 74, and 75 last fall and allowed them to dead end. A cul-de-sac is left to finish with about six more lots. They then discussed how fast construction and new plans are happening in Tremonton.

Motion by Commission Member Forrest to approve it as is. Motion seconded by Commission Member Stokes. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Stokes – aye. Motion approved.

d. Preliminary Review for Freightliner of Utah Subdivision

Administrator Bench said you have probably seen some work on 10th north. Lot 1 will be Stokes Trucking and lot 2 will be Freightliner of Utah. Commission Member Stokes said were we told that was never going to be developed? Commission Member Forrest said that is the other part by the power lines that will not be developed. They are just subdividing it into two lots—one is Stokes and one is Freightliner. Administrator Bench said the City approved the zone to get the trucking in there. Commission Member Bennett asked if it is going to be a shop or for truck storage. Administrator Bench said Stokes is on lot one with his office building. He has a bay for some minor mechanical things, not heavy mechanical. There is a tire shop behind Stokes that is connected to his building—Jack’s Tires and Oil—which is strictly for trucks. Stokes will park his trucks from Collinston on his lot, but is not warehousing them, it will be a dispatch center. Chairman Anderson asked if this was a part of the plan from the beginning. Administrator Bench said Warner Trucks is Freightliner of Utah and they have been involved from the get go. Commission Member Bennett asked what will be done on that side. Administrator Bench said it is a truck service center and sales. He is not going to have a fleet out there for sale, but will have one or two tractors for sale at a time. It will mostly be a service and repair center for trucks.
Commission Member Bennett asked if there were residents in the area. Administrator Bench said there are across the street. Those residents were at a Planning Commission when Val Stokes explained what he had intended for the area. Chairman Anderson said they were reluctant at first, but after the discussion they changed their mind. Administrator Bench said the City made them landscape and plant trees to make it look nice. Commission Members Bennett and Stokes said they missed the fact that there was another company involved.

Administrator Bench said the City is going to make Stokes and Freightliner put signage at their entries telling the trucks to make a left turn and hit the freeway or go to Main Street to fuel up. They do not want them to go west. Commission Member Forrest asked if it could be zoned so big rigs cannot go on that road west of there. Can we put a weight limit on it? That road is already going to pot and if you put any more trucks on there it is going to fade away to nothing. Administrator Bench said they would have to talk to the Council. I think we tried that one time, but I do not know why we did not do it. The problem is that drivers’ GPS directs them that way. Commission Member Forrest suggested a sign showing there is a fine for those who are over 10 tons and use the road or some sort of weight limit.

Commission Member Bennett asked if trucks would be able to turn off and go down the McDonalds road. Administrator Bench said those coming off the freeway do that, but we will try to figure something out. As for those leaving the site, they will be directed to head east and get on the freeway or head down 2000 West, which was built for trucks. Commission Member Forrest said if we keep having big rigs coming off that hill someone is going to get hit. They are traveling 40 miles per hour with a full load and cannot see far enough as they crest the hill. If someone is slow getting out of the intersection or out of the subdivisions in the area they could be hit. Administrator Bench said when the road was widened it kind of messed the intersection at 1000 North and 2300 West. I see what we can do.

Motion by Commission Member Forrest to approve it, but asked that the Council look at a weight limit sign on that road. Motion seconded by Commission Member Bennett. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Stokes – aye. Motion approved.

4. Adjournment

Motion by Commission Member Forrest to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 5:44 p.m.
