Chairman Holmgren called the Tremonton Redevelopment Agency Meeting to order at 9:07 p.m. The meeting was held in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman Holmgren, Board Members Archibald, Estep, Rohde, Seamons, and Vance, Executive Director Warnke, and Executive Secretary Nessen. Also in attendance was Public Works Director Paul Fulgham.
1. Approval of agenda:
Motion by Board Member Vance to approve the January 18, 2022 agenda. Motion seconded by Board Member Seamons. Vote: Board Member Archibald – aye, Board Member Estep – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
2. Approval of minutes – June 15, 2021
Motion by Board Member Archibald to approve the minutes of June 15, 2021. Motion seconded by Board Member Vance. Vote: Board Member Archibald – aye, Board Member Estep – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
3. Presentation:
a. Presentation on the completion of the Northern Utah Neighborhood Improvement Project (NUNIP) Grant, Phase 4 – David Schuster, Neighborhood Nonprofit Housing Corporation
Mr. Schuster said I wanted to let you know Phase 4 is complete and we have additional money for Phase 5. We started this back in 2013 and have done over 180 homes in Box Elder and Cache counties as far as rehabilitation. We get funding from a bank that gives us about $14,000 per home. The county and cities make up the difference. That money is put into a trust deed that has a five-year forgiveness period and is prorated. About 65% of the qualified families have an income that is less than 60% of the average median income and 57 of the households are seniors or have a family member with a disability. We just got awarded a new fund ($483,000) from a federal home loan bank and we are doing 35 more homes (10 in Tremonton, 15 in Brigham City, and 10 in Logan). He went over some of the things they have done and gave a recap of those 10 homes. Eight are done with two still waiting for siding. Six of the 10 homes were disabled or elderly and two that were veterans. Two women were head of households and three of the 10 homes were under 25% of the AMI. We spent $164,000 in repairs for the 10 homes. We received $138,000 from the federal home loan bank and Tremonton awarded us $50,000, but we came in under budget ($45,324). The average income of this last phase was under 60%. It is a two-year project, but we finished it in one. We have a waiting list of families. A single mom had sewer issues and a leaky roof that we repaired. The next family had a leaky roof so we redid that. On this one we replaced all the outside and inside plumbing. We had money left over and replaced some of the windows, too. My goal is to use all the money for each home that I can. This lady is in a wheelchair and a step on her front porch had a crack that was getting worse. We also did the electrical, added AC and replaced windows. On the next house we did the windows and since they had hardly any insulation, we did part of that. The family came up with the rest. A gentleman had a sidewalk that was so pocketed in the winter he could not shovel it and then the ice would crack it more. The last family had an old driveway pointing back toward the house and the drainage was going to the home so we put in a new driveway and siding, and replaced a window. The other two are still in progress. Phase 5 is starting up with 10 more homes. The Board thanked him for what he is doing for the community. Councilmember Seamons asked how people get on the list. Mr. Schuster said Building and Zoning Administrator Steve Bench has applications they can fill out.
4. New Business:
a. Discussion and consideration of adopting Resolution No. RDA 22-01 committing funds to the Northern Utah Neighborhood Improvement Program (NUNIP) Grant, Phase 5 facilitated by Neighborhood Nonprofit Housing Corporation – Shawn Warnke, Executive Director & David Schuster, Neighborhood Nonprofit Housing Corporation
Motion by Board Member Seamons to approve the resolution. Motion seconded by Board Member Rohde. Roll Call Vote: Board Member Archibald – aye, Board Member Estep – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
5. Adjournment
Motion by Board Member Rohde to adjourn the meeting. Motion seconded by Board Member Vance. Vote: Board Member Archibald – aye, Board Member Estep – aye, Board Member Rohde – aye, Board Member Seamons – aye, Board Member Vance – aye. Motion approved.
