BOARD MEETING
April 19, 2017

The meeting was called to order by Chairperson Linda James at 7:03 p.m. The meeting was held in the Tremonton City Library at 210 North Tremont Street, Tremonton, Utah. Those in attendance were City Council Representative Diana Doutre, Chairperson Linda James, Vice Chairperson Carol Jones, Board Secretary Laura Bloomfield, Board Members Nancy Bills, Kathy Wood, and Librarian-Secretary Rebecca Jeppesen.

1. Welcome

Chairperson James opened the meeting.

2. Approval of Agenda

Motion by Council Representative Doutre to approve the Agenda. Board Member Wood seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Wood – aye. The motion carried.

3. Approval of Minutes from January 18, 2017

Motion by Vice Chairperson Jones to approve the Minutes of January 18, 2017. Board Secretary Bloomfield seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Wood – aye. The motion carried.

4. Public comments: This is an opportunity to address the Library Board regarding your concerns or ideas. Please limit your comments to three minutes.

There were no public comments.

5. New Business

a. Ratify New Staff

The Tremonton Library has hired Shannon Ellis for a part-time position and Tawnna Anderson as a substitute librarian. Chairperson James asked everyone in favor to say Aye. City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Wood – aye.

b. Discuss Or Introduce and Vote on Candidates for Library Board

The Library Board suggested that the library staff recruit male patrons who come in regularly and like to read. They would also like the library to display a sign asking for volunteers to serve on the Library Board, post one at the city office building, and place a notice on the Tremonton Library Website.

6. Unfinished Business

a. Vote on Bear River Valley Library Consortium Circulation Policy

The Bear River Valley Library Consortium Circulation Policy has been revised to reduce losses incurred by new patrons who disappear with items after visiting the library one time. The Library Board edited the new Loan Limit section of the Circulation Policy for clarification. It specifies that: “There will be a probationary period of 6 months for all new card holders. During this period, only 10 items at a time may be checked out by adults. Of these 10 items, a cardholder may only check out 3 DVDs or Audiobooks. Students will only be allowed to check out 5 books at a time, during the 6 month probationary period, with no DVDs or Audiobooks allowed. After the probationary period, students may only check out audio-visual items through Garland Library. If a cardholder returns items within the checkout period without fines, this probationary period may be shortened at the discretion of library staff. After the six-month period ends, patrons will be required to follow the checkout limits outlined below.”

Motion by Chairperson James to approve the Bear River Valley Consortium Circulation Policy, as amended. City Council Representative Doutre seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Wood – aye. The motion carried.

b. Report on Patron Telephone, which was out of service

Lead Librarian Jeppesen expressed appreciation to Council Representative Doutre for her assistance in getting this long-needed repair prioritized. Patrons can use the wall telephone to make local phone calls.

c. Follow-up Report on Digital Sign

Council Representative Doutre will submit a request for a digital sign during budget discussions for the upcoming fiscal year.

d. Summer Reading Kick-off Party

The Summer Reading Kick-off Party is scheduled for June 2 from 5 – 7 p.m. The theme is “Building a Better World.” Fun activities have been planned for 1) Build a Better Mind, 2) Build a Better Body, 3) Build a Better Community, and 4) Build Better Relationships. Garland Library has decided to participate and will sponsor a costume obstacle course. Food vendors will be invited to provide food for purchase. Chairperson James and Board Secretary Bloomfield volunteered to help with the book giveaway, and Council Representative Doutre volunteered to help with a Ball/Can Shoot Game. Board Member Bills suggested having a contingency plan in case it rains.

e. Technology and Strategic Plan Committee Signups

The first Technology and Strategic Plan Committee Meeting will be held in the library on May 4 at 10 a.m. Board Secretary Bloomfield volunteered to serve on the committee and Board Member Wood said that she may be able to help out. The committee will brainstorm library goals for 2018-2020, which the board will vote on at their October meeting.

7. Board Reports

a. Library Director’s Report

Lead Librarian Jeppesen presented activity statistics for Director Griffiths. In January, nine teens made crafts, 17 adults participated in the “HOME” craft class, and 73 individuals attended the Girl’s Fairy Tea Party. In February, nine children made Valentine crafts, 32 individuals baked and decorated Valentine Sugar Cookies, and 38 children participated in a Heart Search around the library. In March, 28 children made “Seusstacular” Dr. Seuss crafts, 83 individuals attended the Boy’s “Be a Master Builder” Party, and 23 children made St. Patrick’s Day crafts and searched for Leprechauns around the library. In March, 15 individuals met author Ben Simmons, 16 teens participated in a Teen Mystery Dinner, eight adults learned how to make Eclairs, and 16 adults made holiday inserts for the “HOME” craft. In April, 54 children searched for paper Easter eggs hidden around the library.

9. Adjournment

Motion by City Council Representative Doutre to adjourn the meeting. Vice Chairperson Jones seconded the motion.
