Co-Chairman Greener called the Planning Commission Meeting to order at 5:32 p.m. The meeting was held April 9, 2019 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Co-Chairman Greener, Commission Members Bennett, Eberhard, Janssen, Stokes, City Councilmember Rohde, Zoning Administrator Bench, and Deputy Recorder Nelson were in attendance.

1. Approval of agenda:

Motion by Commission Member Bennett to approve the April 9, 2019 agenda. Motion seconded by Commission Member Eberhard. Vote: Co-Chairman Greener – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Janssen – aye, Commission Member Stokes – aye. Motion approved.

2. Approval of minutes—March 12, 2019

The Commission did not receive a copy of the minutes and will approve them at the next meeting.

Co-Chairman Greener called a Public Hearing to order at 5:33 p.m. to receive public input on a property rezone. There were zero people in attendance.

3. Public Hearing:

a. To receive public input on proposed rezone of property from Commercial Development (CD) to Residential Multi-Family (RM-16) located at 130 North 400 West

Administrator Bench said this area is zoned Commercial District, even the homes. Jonathan Roberts has requested the City change the zoning from Commercial District to RM-16. He is interested in doing four, four-unit townhomes with garages. Councilmember Rohde said I wish they would put commercial there, like a shopping strip. Commission Member Bennett said you already have residents right there next to the commercial so for me it is a coin toss. Commission Member Eberhard said I think it would improve the looks of that area. Commission Member Stokes asked about off-street parking. Administrator Bench said it takes two spaces per unit, which will park off the road. We have not seen a site plan yet; they are just seeing if the zoning can be changed.

There were no public comments. Co-Chairman Greener closed the Public Hearing at 5:37 p.m.

4. New Business:

a. Discussion and consideration of proposed rezone of property from Commercial Development (CD) to Residential Multi-Family (RM-16) located at 130 North 400 West

Commission Member Bennett asked how far north the commercial goes currently? Administrator Bench said it goes all the way to 300 North. The old trailer park is also zoned commercial. Councilmember Rohde said why do we not just do the whole thing with the new zone so the trailer park and all those homes are in the right zone? Commission Member Stokes asked about the street width and adding sidewalks. He said are we accounting for an increased traffic flow? Is that street legal width now? Administrator Bench said you would see a little more width when they finish that and do the curb and gutter on the east side. It would be a 60-foot right-of-way. Councilmember Rohde asked about the zoning to the north of the Shopko building and confirmed that it does allow for residential. He said if Mr. Roberts puts in the units, that road is going to get a lot of use. Commission Member Bennett asked if it would be any better off if it were commercial? It will be just as congested whether you put commercial or not. Administrator Bench said they could change the zoning for that whole area, but it would require another public hearing. Councilmember Rohde asked if it would delay this project? Co-Chairman Greener said we could approve the RM-16 and then come back to change the other to what is appropriate and fix the zoning where the trailer court is and clean up that whole area.

Motion by Commission Member Bennett to recommend that the City Council approve the zoning change to RM-16. Motion seconded by Commission Member Stokes. Vote: Co-Chairman Greener – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Janssen – aye, Commission Member Stokes – aye. Motion approved.

TRAFFIC ADVISORY BOARD

5. Business:

a. Discussion of “No Outlet” or “Dead End” sign in Holmgren East at 100 N 570 E or 200 N 570 E

Administrator Bench said a resident called and asked about this. That road is not a through street at the moment so they requested the City to add a “Dead End” or “No Outlet” sign. Administrator Bench said a small sign could be added to the stop sign there instead of planting a new one.

Motion by Commission Member Bennett to approve a “No Outlet” sign on 100 North 570 East. Motion seconded by Commission Member Eberhard. Vote: Co-Chairman Greener – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Janssen – aye, Commission Member Stokes – aye. Motion approved.

6. Adjournment

Motion by Co-Chairman Greener to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 5:49 p.m.
