Chairman Robert Anderson called the Planning Commission Meeting to order at 5:31 p.m. The meeting was held January 26, 2016 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Robert Anderson, Commission Member Ben Greener, Commission Member Arnold Eberhard, Commission Member Micah Capener, Commission Member Tom Stokes, City Councilmember Bret Rohde, Zoning Administrator Steve Bench, and Deputy Recorder Linsey Nessen were in attendance. Commission Member Troy Forrest was excused.

1. Approval of agenda:

Motion by Commission Member Eberhard to approve the January 26, 2016 agenda. Motion seconded by Commission Member Stokes. Vote: Chairman Anderson – aye, Commission Member Greener – aye, Commission Member Eberhard – aye, Commission Member Capener – aye, and Commission Member Stokes – aye. Motion approved.

2. Approval of minutes:

Motion by Commission Member Greener to approve the January 12, 2016 minutes. Motion seconded by Commission Member Eberhard. Vote: Chairman Anderson – aye, Commission Member Greener – aye, Commission Member Eberhard – aye, Commission Member Capener – aye, and Commission Member Stokes – aye. Motion approved.

3. New Business:

a. Review and consideration of amending the Tremonton City Transportation Master Plan – 2nd Review

Zoning Administrator Bench stated the idea behind these plans is to put something on paper that can be somewhat approved by the Utah Department of Transportation (UDOT) so in the future it doesn’t require months of work to get approval from them for permission for accesses off Main Street.
Commission Member Stokes asked if UDOT has looked as these plans. Zoning Administrator Bench stated they are currently reviewing the plans. Commission Member Stokes asked if the City is going to approve a plan that UDOT might not approve. Commission Member Greener clarified that the City is approving a plan of what the City desires in hopes that UDOT will approve it as well. Zoning Administrator Bench stated the Land Use Authority Board met with UDOT a couple of weeks ago and they did provide a few comments in that meeting.

Commission Member Eberhard asked about traffic lights at these future intersections. Zoning Administrator Bench stated City Engineer Chris Breinholt marked possible locations for traffic lights on the plans, but those locations may not be where those lights will be installed, if they are ever installed.

Commission Member Capener asked if it would be possible to include on the plan the required, or expected, right-of-way width for Main Street so it would be known ahead of time and simpler for future developers and add some consistency. Zoning Administrator Bench stated he would ask Engineer Breinholt about adding those numbers to the plan. The City will need to meet with UDOT again and have them declare what widths Main Street needs to be so it can be added to the plan.

Commission Member Greener asked how it is decided where sidewalks will be installed before developments come in, such as on 2300 West. Subdivisions have been developed off of 2300 West, but 2300 West itself has not been developed and has no sidewalks so there is no connection, just islands. Zoning Administrator Bench stated there is a lot of frontage on those rural roads and it wasn’t required at the time homes were built to put in sidewalk. Today there is a requirement to put in sidewalks or pay a fee-in-lieu when homes are built. Commission Member Greener stated then the City ends up with lots that have sidewalks that don’t connect. Zoning Administrator Bench agreed the sidewalks are not going to go anywhere until they are connected all together. Commission Member Capener added that a developer can’t put in a sidewalk until they know the elevation of the curb either. Zoning Administrator Bench stated there are items in the Code that trigger certain requirements, but it will only get done a piece at a time.

Zoning Administrator Bench stated the Transportation Master Plan, and possibly the Main Street Access Plan, will need to go to a public hearing and will both need to go before the City Council for their approval.

Motion by Commission Member Stokes to table Item a and Item b until the next meeting on February 9, 2016. Motion seconded by Commission Member Capener. Vote: Chairman Anderson – aye, Commission Member Greener – aye, Commission Member Eberhard – aye, Commission Member Capener – aye, and Commission Member Stokes – aye. Motion approved.

b. Review and consideration of the Tremonton City Main Street Access Plan – 2nd Review

Item b was discussed in conjunction with Item a.

4. Adjournment

Motion by Commission Member Capener to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 5:54 p.m.
