Chairman Robert Anderson called the Planning Commission Meeting to order at 5:30 p.m. The meeting was held July 11, 2017, in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Robert Anderson, Commission Members Bennett, Eberhard, Forrest, Greener, Stokes, City Councilmember Bret Rohde, Zoning Administrator Steve Bench, and Deputy Recorder Cynthia Nelson were in attendance. Commission Member Capener was excused.

1. Approval of agenda

Motion by Commission Member Forrest to approve the July 11, 2017 agenda. Motion seconded by Commission Member Bennett. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Greener – aye, Commission Member Stokes – aye. Motion approved.

2. Approval of minutes: June 27, 2017

Motion by Commission Member Bennett to approve the minutes of June 27, 2017, with the change of the word from rattle to rental on page 2. Motion seconded by Commission Member Forrest. Vote: Chairman Anderson – aye, Commission Member Bennet – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Greener – aye, Commission Member Stokes – aye. Motion approved.

3. New Business:

a. Discussion and consideration of an overlay zone district at 700 West Main Street, Aspen Grove Manufactured Home Park for a Recreational Vehicle (RV) Park

Several questions were brought up in the previous Commission Meeting, which were addressed by Zoning Administrator Bench during the July 11 meeting.

A sanitation disposal was written into the code as the national recommendation, but Public Works Director Paul Fulgham recommended the City take that out and require a dump station instead. Commission Members stated that if an RV park is adjacent to private property, a solid fence will be required. They agreed with a 90 to 180-day stay, but are willing to allow long-term accommodations and flexibility on a case-by-case basis.

Pitching a tent will not be allowed at this specific location and there will not be any fire pits. This location will be equipped with full hookups, but Commission Members asked Zoning Administrator Bench to confirm generators will not be allowed. Zoning Administrator Bench said another RV park could come into the City and allow these things, but that will be determined on a case-by-case basis during site plan approval.

Motion by Commission Member Stokes to approve the overlay zone district at 700 West Main Street, Aspen Grove Manufactured Home Park for a Recreational Vehicle (RV) Park as discussed and recommend it be reviewed by the City Council. Motion seconded by Commission Member Forrest. Vote: Chairman Anderson – aye, Commission Member Bennet – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Greener – aye, Commission Member Stokes – aye. Motion approved.

Tremonton resident, Tyler Grange, who lives in Holmgren Estates, addressed Commission Members about a fire that took place in an empty lot next to his home. He asked what kind of ordinances are in place for maintaining vacant lots. Councilmember Rohde said he would bring this up in the next City Council Meeting to be further discussed.

4. Adjournment

Motion by Commission Member Forrest to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 5:54 p.m.
