BOARD MEETING
July 15, 2015

The meeting was called to order by Chairperson Kay Weaver at 7:06 p.m. The meeting was held in the Tremonton City Library Meeting Room at 210 North Tremont Street, Tremonton, Utah. Those in attendance were Library Director Kim Griffiths, City Council Representative Diana Doutre, Chairperson Kay Weaver, Board Members Rebecca Burnham, Holli Christensen, Carol Jones, Librarian-Secretary Rebecca Jeppesen, and Rick Jeppesen.

1. Welcome

Chairperson Kay Weaver opened the meeting.

2. Approval of Agenda

Motion by City Council Representative Doutre to approve the Agenda. Board Member Christensen seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson Weaver – aye, Board Member Burnham – aye, Board Member Christensen – aye, Board Member Jones – aye. The motion carried.

3. Approval of Minutes from April 22, 2015.

Motion by Board Member Jones to approve the minutes of April 22, 2015. Board Member Burnham seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson Weaver – aye, Board Member Burnham – aye, Board Member Christensen – aye, Board Member Jones – aye. The motion carried.

4. Public comments: This is an opportunity to address the Library Board regarding your concerns or ideas. Please limit your comments to three minutes.

There were no public comments.

5. New Business

a. Welcome New Board Members

Two new board members, Rebecca Burnham and Carol Jones, were welcomed.

b. Approve Prospective Board Member Name

Motion by City Council Representative Doutre to approve Rick Jeppesen as Prospective Board Member. Board Member Christensen seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson Weaver – aye, Board Member Burnham – aye, Board Member Christensen – aye, Board Member Jones – aye. The motion carried.

c. Discuss Adding Another Board Member

The Library Board would like to add another board member. They would prefer to find a volunteer from the south end of Tremonton, to provide a broader representation of Tremonton residents.

d. Vote for Reinstatement of Officers

Motion by Board Member Jones to approve Kay Weaver as Chairperson, Linda James as Vice Chairperson, and Annette Macfarlane as Secretary. Board Member Burnham seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson Weaver – aye, Board Member Burnham – aye, Board Member Christensen – aye, Board Member Jones – aye. The motion carried.

e. Review and Approve Computer and Internet Usage Policy

Motion by City Council Representative Doutre to approve the Computer and Internet Usage Policy as it is now written. Board Member Burnham seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson Weaver – aye, Board Member Burnham – aye, Board Member Christensen – aye, Board Member Jones – aye. The motion carried.

f. Vote on Circulation Policy Change

Item checkout limits have been increased from 20 items to 20 items per library, for a total of 40 items. Students may check out 10 items per library, for a total of 20 items. The Bear River Libraries Catalog URL was also added to the policy.

Motion by Board Member Christensen to approve Circulation Policy Changes. Board Member Jones seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson Weaver – aye, Board Member Burnham – aye, Board Member Christensen – aye, Board Member Jones – aye. The motion carried.

6. Board Reports

a. Library Director’s Report

In April, the Tremonton Library hosted three Dia Celebration Activities, which were funded with a grant. Thirteen children participated in “Telling Stories with Music and Dance”, seventeen children listened to “Stories with Puppets”, and forty-nine children attended a magic show. Thirty patrons participated in a teen game and pizza night. Eleven adults attended a “Mormon Muffins” cooking class.

In May, seven children created Mother’s Day crafts, zero teens attended an ice cream party, and seventeen adults participated in an Egg Roll cooking class.

In June, approximately 375 patrons participated in the Summer Reading Kick-Off Party and twelve teens learned how to make masks. No one signed up for the adult Patriotic Wreath Class, so it was cancelled.

In July, twenty individuals baked and decorated Patriotic Sugar Cookies. A two-week Book Camp is going on right now. First, second, and third graders meet daily, read Captain Awesome, and participate in related activities.

To commemorate the “Tour of Utah” bike race, the Tremonton Library is sponsoring a “Reading Tour of Utah”. Activity packets include ten Utah locations and ten Utah authors to learn about, challenge questions, and fun activities. Families may pick activity packets up on July 17th. Completed packets need to be turned in by August 1st. to be eligible for prize drawings. Prizes will be awarded on August 4th, when the “Tour of Utah” is scheduled to travel through Tremonton.

b. Business Topics for the Next Board Meeting

The Library Board will meet an hour early, at 6 p.m., to participate in Board Training and Open Meeting Training.

a. Next Library Board Meeting will be held on October 21, 2015.
b. Computer Classes on Tuesdays from 9 – 11 a.m. (Senior Center)
c. Technology Help Classes on Wednesdays from 9 – 11 a.m. (Senior Center)
d. Needlecraft Club on Thursdays from 4 – 6 p.m.
e. Children’s Story Hour on Fridays at 10 a.m.
f. Drawing Class with Gary Brantner on 1st Friday from 5-7 p.m.
g. Summer Book Camp from July 13 – 23 @ 9- 11 a.m.
h. Mini Comic-Con on July 18 from 12 – 4 p.m. (Garland City Offices & Amory)
i. Adult Summer Reading End Party on August 8 at 1 p.m.
j. Children’s Summer Reading End Party on August 15 from 10 – 12 a.m.
k. Teen Comic-Con Summer Reading End Party on August 15

8. Adjournment

Motion by City Council Representative Doutre to adjourn the meeting. Board Member Christensen seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson Weaver – aye, Board Member Burnham – aye, Board Member Christensen – aye, Board Member Jones – aye. The motion carried.
