Chairman Christensen called the Tree Board Meeting to order at 10:02 a.m. The meeting was held February 27, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Marc Christensen, Manager Shawn Warnke, Superintendent Lynn Green, City Councilmember Lyle Holmgren (arrived at 10:08 a.m.), and City Recorder Linsey Nessen were in attendance. Public Works Director Paul Fulgham was excused.

1. Approval of agenda:

Motion by Superintendent Green to approve the February 27, 2018 agenda. Motion seconded by Manager Warnke. Vote: Chairman Christensen – aye, Manager Warnke – aye, and Superintendent Green – aye. Motion approved.

2. Approval of minutes – March 15, 2016

Motion by Director Christensen to approve the minutes of March 15, 2016. Motion seconded by Superintendent Green. Vote: Chairman Christensen – aye, Manager Warnke – aye, and Superintendent Green – aye. Motion approved.

3. New Business:

a. Discussion and consideration of spring tree plantings

Tree planting locations were discussed—see the attached exhibits. Chairman Christensen said the Parks budget is $2,000 and the Civic Center budget is about $250, enough for about 10 trees in the parks and one at the Civic Center. Several trees were suggested at Jeanie Stevens Park—some on the north side of the pathway, but not on the south end. The size of the trees and their growth rates would determine how many would be put in said Superintendent Green. Chairman Christensen suggested 30-50 feet between trees for the canopies to expand (four or five trees). In other suggested areas, Superintendent Green said we would need to watch for the main line and sprinklers. Chairman Christensen said depending on design for other parks, we may add a third baseball field to Jeanie Stevens Park. We would move the playground and add more trees for more of a leisure area. We would also like trees by the volleyball pits for more shade on the west side (three to four). Manager Warnke said he saw more shade related trees there and smaller trees to break up the view corridor to the fairgrounds to create separation. He also suggested trees to screen the utility area of the park. Superintendent Green said it is mostly sidewalk on that end with the main line and sprinklers. There is no room for trees, but they could do something with the fence. Manager Warnke suggested a vine (Virginia Creeper). Chairman Christensen also discussed three to four trees to shade the west side since trees along the golf course had died and were removed. They discussed locations with the best quality soil and tolerant trees. The Special Project fund has $4,500 to $6,500 for these types of projects, including more pots and foliage. Councilmember Holmgren said he would talk to the forester and get ideas. We can get water to the trees, but Chairman Christensen said he would like to get a budget for a side by side with a water tank on it. Jeanie Stevens Park will be the focus area, but some trees were also suggested at North Park—specifically large shade trees around the perimeter.

b. Discussion and consideration of tree removals

Tree removals were discussed—see the attached exhibits. The City will get a list of suggested trees from the forester and do an inventory of what the City has so they can have diversity. Midland Square was also discussed, which has two spruces, along with other trees that are getting out of hand and into the security lights. Councilmember Holmgren suggested taking them out and adding more lawn and a bigger area for activities. Superintendent Green said people are letting their dogs defecate on the lawn and it has become a big problem. The Parks Department is working on putting signs with park rules to help with the problem. We can also look at the cameras and start citing those responsible. Manager Warnke suggested planting trees with the idea of making it more of a public space. He would like to see a water feature in the middle between the two grass areas for leisure and shade, along with a stage on the south side. We could plant another row of trees on the east, but it was suggested that the spruces need to go, but maybe not right now. Councilmember Holmgren suggested an amphitheater type style to get people downtown. We could get a landscape architecture to figure out the look on the amphitheater to help us design it for that use. Manager Warnke said we talked about this being one of the urban design projects, but we limited it to three others. We could and should look into a design concept.

c. Update on Arbor Day

Chairman Christensen said this year they are advertising for volunteers to call and setup a time to help with planting some trees. Councilmember Holmgren will pick up the trees, but they will not all be put in on Arbor Day. They do plan to do the proclamation.

d. Update on Tree City USA

Chairman Christensen said we did recertify for this again, which is our seventh time.

Motion by Chairman Christensen to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 11:08 a.m.
