Co-Chairman Greener called the Planning Commission Meeting to order at 5:34 p.m. The meeting was held June 12, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Co-Chairman Greener, Commission Members Bennett, Eberhard, Forrest, Janssen, Stokes, City Councilmember Rohde, Zoning Administrator Bench, and City Recorder Nessen were in attendance.

1. Approval of agenda:

Motion by Commission Member Eberhard to approve the June 12, 2018 agenda. Motion seconded by Commission Member Forrest. Vote: Co-Chairman Greener – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Janssen – aye, Commission Member Stokes – aye. Motion approved.

2. Approval of minutes: May 8, 2018

Motion by Commission Member Forrest to approve the May 8, 2018 minutes. Motion seconded by Commission Member Stokes. Vote: Co-Chairman Greener – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Janssen – aye, Commission Member Stokes – aye. Motion approved.

3. Public Hearing:

a. To receive public input regarding adoption of the Tremonton Transportation Master Plan May 2018.

Co-Chairman Greener opened and then closed the public hearing at 5:36 p.m. There was one person in attendance.

Councilmember Rohde said in City Council meeting he asked that if the Land Use Authority Board makes any exceptions to an ordinance that they highlight and send those to us so we are aware of it. They will do that, which will make it easier for us to discuss those things. This was brought about because of the whole incident with the 30 houses versus the 45 houses and one inlet. They said the Planning Commission approved it and we did not even discuss it. We need to know about those exceptions.

4. New Business:

a. Discussion and consideration of adoption of the Tremonton Transportation Master Plan May 2018

Co-Chairman Greener said this is a big plan (300 pages). Administrator Bench said he did not have anything to discuss. If members have any notes or suggestions, we can pass that along to the Council. Councilmember Rohde asked where the Front Runner would be located and was curious where we had thought about that if it ever makes it here, which will likely not be in our lifetime. Administrator Bench said there are three spots. The two are on opposite sides of the freeway and then the Rocky Mountain Power property. Commission Member Stokes said that was least favorable because it was kind of boxed in and there was not much room for parking. Administrator Bench said 1200 South—the freeway area, is as good as any. It gets everyone out of downtown and parking would not be an issue.

Administrator Bench said we have presented the plan in written form so the Commission could look through it. If you find anything unusual, something you did not like, or even recommendations that you want to see, we will pass it along. Commission Member Bennett said they talked quite a bit about making another way for trucks from Procter and Gamble to get on Main Street by diverting them to the freeway on the west side of McDonalds. I drive on that road quite a bit and I have not noticed many tucks if any from Procter and Gamble. Administrator Bench said there is a perception with Walmart and Procter and Gamble that some trucks come off 10th West, but we have not had very many complaints. Most of the drivers are pretty courteous. Once they hit the overpass, they slow down. This is a 20 to 50 year plan and it is just an alternative.

Commission Member Janssen said the plan shows a side road in addition to a new overpass on the south end of Tremont Street, but it makes more sense to just turn the road rather than building a long parallel road. A lot of those projects reroute those roads so a lot of cost goes into that. With that overpass, drivers would have access to both I-15 and I-84. They get on 15 before it splits and the other way they get on 84 and do the loop to 15. Why build a few miles long road when you can do a much shorter one. Administrator Bench said that is a good thought and he will make a note of that. Commission Member Janssen said one of the projects they have in the plan is building more businesses and industrial stuff in there, but that could be accomplished with a shorter truck route as well. On the 50 year maps where it has the estimated daily traffic and the level of service, they have the added exit for south Tremont Street and they estimate 11,209 vehicles per day. However, on Rocket Road and south Tremont Street if you compare the numbers between the no build and the build, they are the same. They did not add those 11,000 cars to either of those roads. They are expecting Rocket Road to be a D level of service, so my assumption would be that even if just half of those cars go onto Rocket Road it would push that level of service even lower. Those numbers were not updated to factor in the new exit. I like the idea of having an extra exit to get into Tremonton, but I wonder if we could do it on Main Street instead of on Tremont Street. Administrator Bench said when the freeway was finished in the mid 80s, Tremonton fought for a Main Street exit, but UDOT wanted the 10th north because the interchanges were just too close at the time. He asked Commission Member Janssen to put this information into writing and email it to him.

Commission Member Janssen said after seeing that they were putting an exit there, he drove south Tremont Street a couple times and it does not feel like a freeway exit street. It is pretty narrow. If we are having an additional 4,000 to 5,000 cars, and if half of them or even a third of them go on south Tremont Street, that is a lot of extra cars. Administrator Bench said Tremont Street is a 79-foot right-of-way, which is certainly oddball—a lot of the downtown streets are when compared to the new streets, which are only 66-feet. I thought we could take it straight south and not bend it over first west, but that might be the way to do it. I think Main Street ought to be an alternate in the plan whether it happens or not. Commission Member Janssen said he would add in his email to Administrator Bench the idea of putting in a traffic signal there. They have all plans connecting to each other and that was the one that did not seem as well thought out so because of this, we need to add a traffic signal. The other thing is just a clerical error on project 40. It says from 10400 North to 10000 North, but on the map it goes past 10000 North to 9600 North. Based off two of the projects there they are the exact dollar value, but one of them is twice as long. I am assuming they meant to extend it and that one would be more. Also I know the Box Elder School District has the property for a new school and that needs to be looked at. Co-Chairman Greener said that is on hold permanently. Administrator Bench said but that could mean next year too. Commission Member Janssen said we need to look at those with the same criteria for the other elementary schools. Co-Chairman Greener said these are good points—you did some good homework on it.

Motion by Commission Member Eberhard to approve and recommend it to the City Council with the comments that have been made. Motion seconded by Commission Member Bennett. Vote: Co-Chairman Greener – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Forrest – aye, Commission Member Janssen – aye, Commission Member Stokes – aye. Motion approved.

Administrator Bench said this is still being reviewed by our engineer and the Council will have to take some time to look it over, so we are a few more months out. The Horrocks team that put it together will be here for a presentation at a City Council meeting if you are interested in attending. We will keep you posted.

5. Adjournment

Motion by Commission Member Stokes to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 5:51 p.m.
