Chairman Robert Anderson called the Planning Commission Meeting to order at 5:33 p.m. The meeting was held March 13, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Robert Anderson, Commission Members Bennett, Eberhard, Greener, Stokes, City Councilmember Bret Rohde, Zoning Administrator Steve Bench, and Deputy Recorder Cynthia Nelson were in attendance.

1. Approval of agenda:

Administrator Bench explained that they had proposed to amend Chapter 1.16 adding a new section called Crossroads Ranches Mixed Use Overlay Zone when they annexed that property in. However, after looking at the mixed use zoning chapter, City staff realized that everything being proposed fit within that chapter and will be zoned as mixed use. Commission Member Stokes asked where they are annexing property into the City. Administration Bench showed them where it was located on the east side of Tremonton. He said there would be some retail, along with single and multi-family housing, as well as recreation and open space. Commission Member Stokes made a motion to strike the last sentence on items 3. a. and 4. a.

Motion by Commission Member Stokes to approve the March 13, 2018 agenda with those changes. Motion seconded by Commission Member Greener. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Greener – aye, Commission Member Stokes – aye. Motion approved.

2. Approval of minutes: February 13, 2018

Motion by Commission Member Bennett to approve the February 13, 2018 minutes. Motion seconded by Commission Member Eberhard. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Greener – aye, Commission Member Stokes – aye. Motion approved.

The public hearing was opened at 5:35 p.m. There was one person in attendance.

3. Public Hearing

a. To receive public input on amending Title I Zoning Ordinance Chapter 1.16 Overlay Zones specifically Tremont Center Mixed Use Overlay Zone Section 1.16.035 to include the following uses; Automobile Sales and Service, Multi-Family Attached Dwellings, Dry Cleaning Drop Off, Car Wash, and Automobile Fuel Center. It is also proposed to amend Chapter 1.16 adding new sections called Crossroads Ranches Mixed Use Overlay Zone that includes small commercial, mixed residential, and recreation facilities, located at approximately 1045 East Main Street.

Administrator Bench said if the Planning Commission likes it and recommends it to the City Council it will go in the book as a permitted use in the Tremont Center. The five things being proposed are automobile sales and services, multi-family attached dwellings, dry cleaning drop off, a car wash, and automobile fuel center.

The public hearing was closed at 5:40 p.m.

4. New Business

a. It is also proposed to amend Chapter 1.16 adding new sections called Crossroads Ranches Mixed Use Overlay Zone that includes small commercial, mixed residential, and recreation facilities, located at approximately 1045 East Main Street.

Administrator Bench explained that the multi-family dwellings would be by the other housing in the area, just north of ShopKo. Commission Member Bennett asked if the car wash would recycle their water and wondered if that could be required. Administrator Bench said none in town currently do. Councilmember Rohde said I do not know if there is any code built into that area that enforces that. Administrator Bench said with the technology they have now, they use less water than in the past. Commission Member Bennett said I do not see any issues with it.

Motion by Commission Member Bennett to approve and recommend this to the City Council. Motion seconded by Commission Member Eberhard. Vote: Chairman Anderson – aye, Commission Member Bennett – aye, Commission Member Eberhard – aye, Commission Member Greener – aye, Commission Member Stokes – aye. Motion approved.

5. Adjournment

Motion by Commission Member Stokes to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 5:43 p.m.
