BOARD MEETING

The Tremonton Library Board Meeting was called to order by Chairperson Carol Jones at 7:07 p.m. The meeting was held in the Tremonton City Library at 210 North Tremont Street, Tremonton, Utah. Those in attendance were Tremonton Library Director Kim Griffiths, City Council Representative Diana Doutre, Chairperson Carol Jones, Vice Chairperson Oria Burningham, Board Member Melodie Ashby, and Librarian-Secretary Rebecca Jeppesen.

1. Welcome

Chairperson Jones opened the meeting.

2. Approval of Agenda

Motion by City Council Representative Doutre to approve the Agenda. Board Member Ashby seconded the motion. Vote: City Council Representative Doutre – aye, Board Chairperson Jones – aye, Board Member Burningham – aye, Board Member Ashby – aye. The motion carried.

3. Approval of Minutes from April 24, 2019

Motion by Board Vice Chairperson Burningham to Approve Minutes from April 24, 2019. City Council Representative Doutre seconded the motion. Vote: City Council Representative Doutre – aye, Board Chairperson Jones – aye, Board Member Burningham – aye, Board Member Ashby – aye. The motion carried.

5. New Business

a. Virtual Reality Equipment Demonstration

Library Director Griffiths demonstrated Merge Cubes and an Oculus Go Headset, which she purchased with the Virtual Reality Grant. The Merge Cubes are educational devices. When children use a smart phone to view the sides of a Merge Cube, downloaded apps load three-dimensional images onto the phone. By manually rotating the cube, children can view objects from all different angles. Board members viewed ancient works of art, from the Louvre Museum, and organs inside a cartoon character.

The Oculus Go virtual reality headset feels like a personal theater and can be used to watch television and for online gaming. When board members placed the Oculus Go Headset over their eyes, they were able to watch realistic, three- dimensional dinosaurs chasing butterflies and moving around in a forest. Unfortunately, the library’s wireless internet disconnected before everyone had an opportunity to use the Oculus Go device. Director Griffiths envisions the library providing senior citizens with virtual reality trips to places around the world, using the equipment for teen activities, and hosting virtual reality and robotic classes for Boy Scouts, Boys and Girls clubs, etc. Director Griffiths is also planning to purchase an Oculus Quest Headset for $400, which is supposed to be more user friendly. Board Member Ashby suggested reserving the meeting room once a month for the public to come in and try out the virtual reality equipment.

b. Virtual Reality Policy Discussion

Library Director Griffiths passed out copies of several different library policies. Sonoma County Library’s patron agreement form includes a health and advisory warning. Patrons should not use the Oculus Headset if they are prone to motion sickness, have impaired balance, have heart, orthopedic, or other serious medical conditions, have a pacemaker and/or other implanted medical devises, are or may be pregnant, have a history of photosensitive seizures, or have an anxiety disorder or post-traumatic stress disorder. The Pease Public Library Virtual Reality Glasses Policy explains that virtual reality glasses produce an immersive virtual reality experience that completely blocks an individual’s view of surroundings. For safety, patrons must remain seated and stay away from other people, objects, stairs, balconies, windows, and furniture when using the VR glasses. Director Griffiths expressed concerns about patrons bumping into things while viewing interactive programs in the library’s small meeting room. Patrons would need to remain seated in a swivel chair to avoid hurting themselves or damaging computer equipment. Individuals are supposed to limit their use to 30 minutes and are not supposed to drive afterwards. Checkouts should be limited to ages 13 and above, because children are particularly sensitive to seizures. Director Griffiths will continue to research items for the Library Board to consider when constructing a Virtual Reality Policy for the Tremonton Library.

c. Discuss Advertising for Library Activities

Vice Chairperson Burningham suggested posting fliers around the park or onto an easel board in front of the library, to advertise upcoming activities to individuals who never set foot in the library. City Council Representative Doutre encouraged the board to petition the city council for an electronic sign. Director Griffiths expressed appreciation for the ideas and reported that the library has been posting activities on Facebook and Pinterest. Marc Christensen has promised to post library activities on the Tremonton City Recreation Newsletter emails. The Garland Library is planning to post all consortium activities on a Happenings email, which library patrons can request to receive.

6. Unfinished Business

a. Vote on Board Positions

Motion by City Council Representative Doutre to approve Carol Jones as the Library Board Chairperson. Board Member Burningham seconded the motion. Vote: City Council Representative Doutre – aye, Board Chairperson Jones – aye, Board Member Burningham – aye, Board Member Ashby – aye. The motion carried.

Motion by Board Member Ashby to approve Oria Burningham as the Library Board Vice Chairperson. City Council Representative Doutre seconded the motion. Vote: City Council Representative Doutre – aye, Board Chairperson Jones – aye, Board Member Burningham – aye, Board Member Ashby – aye. The motion carried.

Motion by Board Vice Chairperson Burningham to approve Lisa Unworth as the Library Board Secretary. Board Chairperson Jones seconded the motion. Vote: City Council Representative Doutre – aye, Board Chairperson Jones – aye, Board Vice Chairperson Burningham – aye, Board Member Ashby – aye. The motion carried.

b. Discuss Recruiting New Board Member

Vice Chairperson Burningham nominated Megan Wheatley, who has agreed to serve on the Tremonton Library Board. Director Griffiths will submit her name to the city council for approval.

7. Board Reports

a. Library Director’s Report

In April, 7 teens did a service project planting flowers in front of the library. In May, 54 children searched for Golden Spike train facts hidden around the library, 7 teens participated in an origami activity, and 500 plus individuals attended the Summer Reading Party. In June, 21 children searched for Pokémon pictures around the library, and 13 teens created galaxy T-shirts. In July, 70 people watched the Space-A-Cade Puppet Show, and 36 individuals attended a barbeque class.
