BOARD MEETING
July 20, 2016

The meeting was called to order by Chairperson Linda James at 7:03 p.m. The meeting was held in the Tremonton City Library at 210 North Tremont Street, Tremonton, Utah. Those in attendance were Tremonton Library Director Kim Griffiths, Council Representative Diana Doutre, Chairperson Linda James, Vice Chairperson Carol Jones, Board Secretary Laura Bloomfield, Board Members Nancy Bills, Rick Jeppesen, Annette Macfarlane, Dan Richard, Kathy Wood, and Librarian-Secretary Rebecca Jeppesen.

1. Welcome

Chairperson James opened the meeting.

2. Approval of Agenda

Motion by Council Representative Doutre to approve the Agenda. Board Member Jeppesen seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Jeppesen – aye, Board Member Macfarlane – aye, Board Member Richard – aye, Board Member Wood – aye. The motion carried.

3. Approval of Minutes from April 20, 2016

Motion by Board Member Jeppesen to approve the Minutes of April 20, 2016. Vice Chairperson Jones seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Jeppesen – aye, Board Member Macfarlane – aye, Board Member Richard – aye, Board Member Wood – aye. The motion carried.

4. Public comments: This is an opportunity to address the Library Board regarding your concerns or ideas. Please limit your comments to three minutes.

There were no public comments.

5. New Business

a. Welcome New Board Member

New Board Members Bills and Wood were introduced to the other board members.

b. Ratify New Staff

Motion by Board Member Macfarlane to ratify new staff members Braxton Conger, Lexi Kinikin, and Esther Montgomery. Board Secretary Bloomfield seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Jeppesen – aye, Board Member Macfarlane – aye, Board Member Richard – aye, Board Member Wood – aye. The motion carried.

c. Review and Explain Board Terms

Library board members may serve two three-year terms. However, when an incoming board member completes an outgoing board member’s term, this does not count as one of their terms. After completing the other board member’s term, they are still eligible to serve two three-year terms. Library board members are required to complete board training every three years. Librarian-Secretary Jeppesen will email the link for board training to new board members and those whose previous training was completed over three years ago. Board member positions as Chairman, Vice Chairman, or Board Secretary, last for two years.

6. Unfinished Business

a. Vote on New Board Member Positions

Motion by Board Member Macfarlane to approve Linda James as Chairperson, Carol Jones as Vice Chairperson, and Laura Bloomfield as Board Secretary. Board Member Richard seconded the motion. Vote: City Council Representative Doutre – aye, Chairperson James – aye, Vice Chairperson Jones – aye, Board Secretary Bloomfield – aye, Board Member Bills – aye, Board Member Jeppesen – aye, Board Member Macfarlane – aye, Board Member Richard – aye, Board Member Wood – aye. The motion carried.

7. Board Reports

a. Library Director’s Report

In May, 11 children made “The 4th Be With You” crafts, 10 teenagers painted rocks, and 6 adults participated in a flower arranging class. In June, about 450 people attended the Summer Reading Kick-Off Party, 12 teenagers participated in a Human Hungry Hippo Game with teens from the Garland Library, and 6 adults exchanged summer salads. In July, 22 people painted “Patriotic Rocks,” and 112 children signed up for the “Beat the Librarian” contest which runs the entire month of July. Author Kathryn Elizabeth Jones is conducting a writing class on book editing and publishing, on August 30 from 9 a.m. to 2:45 p.m. As a mother of six, Board Member Bills expressed appreciation for free library activities that do not require pre-registration. City Council Representative Doutre discussed the possibility of more funding for these types of activities. Board Member Macfarlane suggested that the library staff use Tremonton Classifieds to remind summer reading participants to report the completion of their summer reading goals and sign up for the reward parties.

b. Business Topics for the Next Board Meeting

Library Director Griffiths will set up Open Meeting Training for the next board meeting. Board members are required to complete Open Meeting Training annually. City Council Representative Doutre suggested inviting the Garland Library Board to the Open Meeting Training session and hold it in the City Council Room.

a. Next Library Board Meeting will be held on October 19, 2016.
b. Advanced Computer Class on Tuesdays from 9 – 11 a.m. (Senior Center)
c. Computer Help Class on Wednesdays from 9 – 11 a.m. (Senior Center)
d. Beginning Computer Class on Tuesdays from 9 – 11 a.m. (Senior Center)
e. Needlecraft Class on Thursdays from 4 – 6 p.m.
f. Children’s Story Hour on Fridays at 10 a.m.
g. Drawing Class with Gary Brantner on 1st Friday from 5-7 p.m.
h. Children’s Pioneer Games and Toy Crafts on July 22 at 10 a.m. in the park
i. Harry Potter Birthday Party for Families on July 30 at 10 a.m. – 12 p.m. in park
j. Children’s Summer Reading End Party on August 13 from 10 a.m. to 12 p.m.
k. Teen Summer Reading End Party on August 13 from 1 – 3 p.m.
l. Adult Summer Reading End Party on August 13 at 3:30 p.m.
m. Observe the Moon Night Activity to be announced

9. Adjournment

Motion by Board Member Jeppesen to adjourn the meeting. City Council Representative Doutre seconded the motion.
