Chairman Bench called the Land Use Authority Board Meeting to order at 9: a.m. The meeting was held May 24, 2017 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Steve Bench, Engineer Chris Breinholt, Director Paul Fulgham, City Manager Shawn Warnke, and Deputy Recorder Cynthia Nelson were in attendance. Director Christensen was excused.

1. Approval of agenda:

Motion by Director Fulgham to approve the May 24, 2017 agenda. Motion seconded by Engineer Breinholt. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

2. Approval of minutes: May 17, 2017

Motion by Engineer Breinholt to approve the minutes of May 17, 2017. Motion seconded by Director Fulgham. Vote: Chairman Bench – aye, Engineer Breinholt – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

3. New Business:

a. Concept Site Plan Review for Crossroads Ranches – Micah Capener

Manager Warnke spoke about open space for parks. He does not want to have backyards facing the park. The plan is to line the road up with Garfield Estates. The Board discussed the Transportation Master Plan in reference to Crossroads Ranches and Holmgren East. There can be language included in the code regarding cul-de-sacs. Director Fulgham would like something about stubbed streets. Chapter 2.06.45 has some language about cud-de-sacs.

Ben Johnston from Johnston Engineering said that some parks have a 4 foot fence so there is a boundary. Some families like to buy a home with the backyard touching a park. The plan shows trees around the perimeter which would help shield backyards. The plan for Crossroads Ranches includes duplexes and retirement homes. The Board discussed the option of a double frontage without a fence with no access.

b. Review annexation petition for 62.85 acres located at approximately 1150 East Main Street

This item was not discussed.

c. Discussion of Transportation Plan

This item was not discussed.

d. Concept Site Plan Review for Aspen Grove RV Park – Carl Liljenstope

The plan includes a place to check-in and check-out along with showers. Director Fulgham will review the original agreement in relation to impact fees. The plan would add about eight or ten additional spaces, a shower, laundry, and clubhouse. The Board needs clarification on circulation, existing residents, and landscaping. The RV Park will be built for newer RV’s. This location is a good spot for an RV Park.

e. Walk ins*

Marc Allred said he would like to put in another building at 800 West Main.

Motion by Director Fulgham to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 10:21 a.m.
