Chairman Bench called the Development Review Committee Meeting to order at 8:59 a.m. The meeting was held May 22, 2019 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Chairman Steve Bench, Director Paul Fulgham, City Manager Shawn Warnke, and Deputy Recorder Cynthia Nelson were in attendance. Director Marc Christensen and Engineer Chris Breinholt were excused.

1. Approval of agenda:

Motion by Director Fulgham to approve the May 22, 2019 agenda. Motion seconded by Manager Warnke. Vote: Chairman Bench – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

2. Approval of minutes—May 15, 2019

Director Fulgham said I was not here, but had a question. Mr. Johnston indicated he already had water shares for the Riley Buck Subdivision. Does he have a certificate? Manager Warnke said Mr. Johnson said they have transferred it. Director Fulgham said as long as we have the paperwork that says we have it that works. I just need to keep track of where we are on shares.

Motion by Manager Warnke to approve the minutes of May 15, 2019. Motion seconded by Administrator Bench. Vote: Chairman Bench – aye, Director Fulgham – aye, Manager Warnke – aye. Motion approved.

3. New Business:

a. Discussion and approval of 600 West Subdivision

Manager Warnke said the Council did not approve it specifically because they have never approved subdivisions, but they awarded the bid and have adopted resolutions and ordinances that entered into an MOU with Crumps. They have seen and approved the ordinance to vacate and have given Mayor Fridal authorization to sign. The reason it is on this agenda is because it is a subdivision and there is a section in our code that allows the DRC to approve subdivisions that have a public purpose. Administrator Bench said the stamp smeared and will need to be re-stamped. Deputy Recorder Nelson said she would do so. Manager Warnke said Crump Reese is anxious to record. I think everything is in order. Director Fulgham is familiar with the easements there, including sewer, gas, and electric. Engineer Breinholt is good with it and has worked with City Attorney Dustin Ericson on the acknowledgements. After it was approved, Administrator Bench signed it.

Motion by Director Fulgham to approve the 600 West Subdivision. Motion seconded by Manager Warnke. Vote: Chairman Bench – aye, Director Fulgham – aye, and Manager Warnke – aye. Motion approved.

b. Walk ins:*

There were no walk ins.

4. Comments/Reports: None.

5. Public comments: Comments limited to five minutes.

6. Adjournment:

Motion by Director Fulgham to adjourn the meeting. Motion seconded by consensus of the Committee. The meeting adjourned at 9:08 a.m.
