Chairman Lasley called the Arts Council Meeting to order at 12:26 p.m. The meeting was held June 12, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Chairman Lasley, Co-Chairman Zollinger, Arts Councilmembers Brighton and Sorensen, City Councilmember Rohde, Coordinator LeFevre and City Recorder Nessen. Arts Councilmember Nessen and Councilmember Holmgren were excused.

1. Approval of agenda:

Motion by Chairman Lasley to approve the June 12, 2018 agenda. Motion seconded by Co-Chairman Zollinger. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, Arts Councilmember Brighton – aye, Arts Councilmember Sorensen – aye, City Councilmember Rohde – aye. Motion approved.

2.  Approval of minutes: May 18, 2018

Motion by Councilmember Sorensen to approve the May 18, 2018 minutes. Motion seconded by Councilmember Brighton. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, Arts Councilmember Brighton – aye, Arts Councilmember Sorensen – aye, City Councilmember Rohde – aye. Motion approved.

3. Business:

a. Chalk Art Festival

The Council thanked Councilmember Brighton for the information she has put on social media, as well as Coordinator LeFevre for getting it on several websites. Coordinator LeFevre said it is on Facebook Chalk Artists so the professionals know about it and are sharing it. We do not have anyone registered yet, but the word is getting out. Co-Chairman Zollinger asked if the posters have put around town. Coordinator LeFevre said not yet, but there is one at Kent’s Market, which will be seen a lot. Councilmember Brighton will do some chalk art next to the posters, but asked for suggestions on locations for the posters. The Council suggested somewhere along Main Street, the Library, Post Office, Soda Fixx, Maverik and Mack’s Family Drive in. They will also give one to the contest winner, Brooklyn Bishop.

Coordinator LeFevre showed the Council a list of the rules he came up with. Chairman Lasley said we need to specify that they cannot use oil pastels or stenciling. The rules can also be revised after the event for the future. We need to talk about setup. Coordinator LeFevre said he has seen people use duct tape to mark it out, which we will need to do the day before. Councilmember Sorensen said we need to mark it off and number each square. Coordinator LeFevre said Midland Square has 10 by five foot squares, which they will split in half to make them five by five. People should register online before hand, but Co-Chairman Zollinger suggested setting up a table to register the day of and for a place to assign the squares.

Chairman Lasley asked about food vendors. Coordinator LeFevre has reached out to three or four, but has not heard back yet. The Utah Arts Festival is that same weekend so a lot of vendors will be there. Co-Chairman Zollinger said they really need to have a vendor with drinks. Chairman Lasley said he talked to all the vendors that were at Tremonton Fest and invited them to come back at no charge. Coordinator LeFevre said he would reach out again and check with those who will be at City Days. Chairman Lasley told the Council to meet on Friday, June 22, at 5 p.m. to setup. They will also need to have a few canopies to provide shade. The Council agreed they need to have water bottles to give out and could maybe put their logo on them as well.

b. Discussion on Possible City Days Activities

Coordinator LeFevre said if we want to do something for City Days on July 21, now is the time to talk about it. Chairman Lasley said we are finishing the Chalk Art Festival and the next thing we have to do is the booth for the fair so I do not know if we can. We want to give ourselves time so we are not scrambling. Coordinator LeFevre said we could do a lip sync. Councilmember Sorensen said her husband’s drama council could put something together so they do not have to worry about it. Coordinator LeFevre said the time slot they would need to fill is from 5:30-7:30 p.m. at Shuman Park.

c. Fairground Booth

Chairman Lasley asked about ideas for the fair booth. He said we have to have it setup on Monday the week of the fair. Co-Chairman Zollinger asked about this year’s fair theme, which is “Making Tracks”. Councilmember Brighton said they previously discussed doing a pop out with the two trains in front of the murals, which will be the background. I really like that idea, but we could also do a sunset. Chairman Lasley said when the chalk art event is over, we have to make some pretty stern decisions on this and asked when they will they have it setup. It would be nice if we could have it done a week before. Coordinator LeFevre said they would need to contact the Fair Board. Chairman Lasley said the murals would fill an eight-foot tall space to form the backdrop. The trains would be in front of that, made out of foam core to make the cutout like a popup book. The Council liked the idea of black with the colored murals for contrast. Coordinator LeFevre said they could use the same template that is at the fairgrounds. Chairman Lasley said it would be multi dimensional. We are trying to do something not quite abstract, but leaning in that direction. It will be a representation of what we want and should be striking enough to catch their eye. The idea is to promote Tremonton and in order to do that we have to promote the businesses that are here. In the front, we need to come up with something we want to promote. Councilmember Brighton wondered how they could make it interactive, similar to the cutouts for kids to stick their heads through for pictures as she saw one with wings and people stood in front of it and took pictures with information behind them that created free advertising. Chairman Lasley said we could take the idea of cutouts, but do it electronically. He asked about using an app similar to Snapchat with the Face Swap. We could have cutouts at the booth to make it more interactive. They could take a picture of it with Face Swap and be in the picture. Councilmember Brighton said it would be good if they could take pictures for people and hand them a card directing them to the website. We could get foot traffic there and have people make comments. Chairman Lasley asked if we would have to have someone there to manage it. Coordinator LeFevre said if we have a device then yes, but not if people use their own phones. Councilmember Brighton said she would do some research and find an app that would fit their needs. Chairman Lasley suggested they bring back sketches of what they think the booth should look like.

Councilmember Rohde asked what we are trying to accomplish with this piece. Chairman Lasley said it is suppose to be an advertisement for Tremonton. Councilmember Rohde said it ought to be an advertisement for the arts since we are the ones doing it. This is an opportunity to really promote this culture and what we are doing versus Tremonton City as a whole. The Arts Council is in charge of it, so I think we ought to push it toward that. Councilmember Sorensen agreed. Coordinator LeFevre said we can get some other art pieces and will have the murals in the background. Chairman Lasley said they should use pictures they take of the chalk art event too. Councilmember Rohde suggested using a TV to run video of the event and other things that showcase the arts. The Council suggested finding someone who is interested in videography. Co-Chairman Zollinger suggested having a brochure for people to pick up.

d. Update on Murals

The Council talked about the current mural on Main Street and how well it is coming along. Coordinator LeFevre and Councilmember Rohde put together a rendering for a new one, which they looked at. Coordinator LeFevre said we have $7,500 for murals, which we got from the County Tourism Board. We will talk to Councilmember Nessen to see if we can make it look that good and get started. Chairman Lasley said that is probably the most aggressive thing he has tried so far and asked if he is going to need help with it. Coordinator LeFevre said we are going to put it out to bid since Councilmember Nessen still has a lot of work to do on his current mural. Co-Chairman Zollinger asked about the timeframe. Coordinator LeFevre said they plan to have it done by the end of summer, before the weather turns bad. Manager Warnke has put together a proposal and we need to get it out for artists to bid on. Co-Chairman Zollinger asked about the $7,500 and where the other money comes from. Coordinator LeFevre said we might have up to $6,000 to put toward it. In talking about the budget for next year, the Arts Council will have $5,000 to help with such things and an events budget of $5,000. The $7,500 that was given to us will go toward this no matter what. Manager Warnke will attend our next meeting to talk about the mural program. Co-Chairman Zollinger asked if we have something projected beyond that for next year. Coordinator LeFevre said we want to do one as often as we can, but it will depend on what money we have available.

e. Forming Sub-Committees

Coordinator LeFevre said we need to form a mural committee that can obtain grants and events should be under a committee as well. As a Council we need to talk about pertinent information as a whole. We are stuck on events and that is why we need to form sub-committees. Chairman Lasley said in July we need to come up with an overview of what we want to do next year and how many sub-committees we need to form. Coordinator LeFevre said we have jumped in and ran faster than we are able to. We need to be the overseeing body for what is best for the whole community and have sub-committees to help. Co-Chairman Zollinger suggested looking at the art directory they have started to find interested people. Councilmember Rohde said we want to engage citizens as much as we can in their interests. The more involved we can get them, the happier they will be with the City. Chairman Lasley said we need to call people and get their committee started now and give them a budget. Councilmembers will need to serve on these sub-committees. Coordinator LeFevre suggested a public art committee to get sculptures, murals and other downtown art. These sub-committees would have a focus and report back to us. We would then decide what we want to go forward with and take it to the City Council for approval. We need sub-committees for events and fundraising, which could take care of the chalk art and writing grants. We also need a development committee.

Councilmember Sorensen said if they had access to the Playhouse Theater, they could have events year round. Judy Parkinson ran that, but has since moved. Chairman Lasley said he did not know they had lost Ms. Parkinson and her driving force—that facility needs to be utilized. Councilmember Rohde suggested having someone in charge of that and running a sub-committee there. Councilmember Brighton said she is more than willing to jump in and do stuff there. Coordinator LeFevre asked Chairman Lasley what the museum is planning on doing for City Days and if they could get him that information so he can finalize the schedule.

Motion by Co-Chairman Zollinger to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 1:17 p.m.

Follow-up items for the Council

 

Coordinator LeFevre will talk to Jan Rhodes about the fair booth. Councilmember Brighton will research apps to fit their ideas for the fair booth.

 

The Council will meet on Friday, June 22, at 5 p.m. to block out areas and setup canopies for the chalk art event on Saturday. Coordinator LeFevre will be in charge of getting water, duct tape and gloves.
