Chairman Lasley called the Arts Council Meeting to order at 12:14 p.m. The meeting was held April 17, 2018 in the City Council Meeting Room at 102 South Tremont Street, Tremonton, Utah. Those in attendance were Coordinator LeFevre, Chairman Lasley, Co-Chairman Zollinger, Arts Councilmember Sorensen (arrived at 12:29 p.m.), City Councilmembers Holmgren and Rohde, and Deputy Recorder Nelson. Arts Councilmember Nessen was excused.

1. Approval of agenda:

Motion by Councilmember Zollinger to approve the April 17, 2018 agenda. Motion seconded by Councilmember Rohde. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, City Councilmember Holmgren – aye, City Councilmember Rohde – aye. Motion approved.

2. Approval of minutes: March 27, 2018

Motion by Councilmember Rohde to approve the March 27, 2018 minutes. Motion seconded by Councilmember Holmgren. Vote: Chairman Lasley – aye, Co-Chairman Zollinger – aye, City Councilmember Holmgren – aye, City Councilmember Rohde – aye. Motion approved.

3. Business:

a. Follow-up Discussion on Art Soiree

Chairman Lasley was happy about the directory they were able to obtain as well as other information. He said it looks like there was a strong interest for painting, writing and illustration. This is not a true representation, just ideas from people who were willing to come out the first time. Our strongest following is going to be in the fine arts for oil painting, watercolors and writing. Coordinator LeFevre said this is a small population of who saw the advertising we did for about three weeks, but we need to continue to push this and come up with an avenue so we can grow without having to be there every time. Councilmember Zollinger asked how we do that? Chairman Lasley said we could start generating something every time we send out the City bill. It does not have to be much. Coordinator LeFevre said they could type information at the bottom of the bill.

b. Future events Discussion – Chalk Art

Chairman Lasley said they should do the sidewalk chalk event when school is out so they can get more people there, but wondered what day would be best. Councilmember Holmgren said the library has their annual activity when school gets out and could work in conjunction with them. Coordinate LeFevre said it is their summer reading kick off party at the library from 10 a.m. until 3 p.m. They also have booths and will talk to the City Council about cooking hotdogs. Chairman Lasley said what does that celebration entail? Coordinator LeFevre stated it is a program to get people to register for their summer reading program. They are rewarded as they read throughout the summer. They have done some chalk art there. The theme this year is centered around music, Libraries Rock, which is a nationwide theme. That event will be held on Monday, June 4. Councilmember Rohde said I thought we were pushing to have it at Midland Square because we want to pull attention to downtown. Coordinator LeFevre said they could still advertise for their chalk art event at the library’s event because that is when they hold their movie in the park. They could run a commercial for it or have a booth. Councilmember Holmgren said families often take off the first couple weeks of summer for their vacations. If they do it on a Saturday after that, they can get more parents involved. Chairman Lasley suggested June 23 as the chalk art day at Midland Square. We would do the event on the 23, but it would not be a bad idea to have a preliminary event where a chalk artist comes and does a demonstration during the last part of May. It will not be an all day event, it will just depend how long we can get an artist for. Councilmember Zollinger said that is a good idea. It would be good for us to be a little trained and it would be nice to have people involved that day to learn more. Chairman Lasley said we would have materials they need for the event and could sell them at cost. The Council agreed that May 19 would be the best day for the artist demonstration.

Chairman Lasley said how do we make people aware that we are doing this? He suggested having a competition to create a poster to help them advertise. We would have to take the information to the grade schools and high school. As a prize we could give them the supplies they will need for the chalk art event for free. We could give away six to 10 as a freebee. When asked about a chalk artist, Coordinator LeFevre said we know people from South Jordan and Park City that we could reach out to and they can help us find an artist. Chairman Lasley said we also need to get material, something inexpensive and very basic. If people want to purchase more on their own they can. Councilmember Holmgren said we could get sticks for $1.20 (1x1x3). Chairman Lasley said he would like to see if they could find a source to buy wholesale. Councilmember Zollinger said do we include all the schools? Chairman Lasley said everybody we can get to. He and Councilmember Zollinger said they would help deliver the flyers. Councilmember Rhode said are we going to use someone’s poster to create a flyer? Chairman Lasley said we need to make a flyer to start. We are doing this in two steps. We would deliver the flyer and do this as a contest. The Council discussed the different schools in the area and figured they have about 10 to involve. Councilmember Rohde said what information would be on the flyer? Chairman Lasley said we tentatively picked the date for May 19 and will need a week to produce the poster. That will be a contest to help us advertise the event on May 19 and June 23. We just need to know who the winners are by May 19. The posters they create will advertise the June 23 event and we will give prizes away on May 19, at the chalk artist’s demonstration. Those who do not win will be able to learn and purchase materials. Is the idea feasible? I would like to have a lot of people come. Councilmember Zollinger said this event would bring other people who were not to the Art Soiree. Chairman Lasley said they also need a couple food vendors.

Councilmember Rohde said what do we want to say on the flyer? Councilmember Zollinger said the date, time and location (Midland Square) should be included. Chairman Lasley asked when to pick the poster winner and when do we tell them they have to be turned in? They could announce the winners on May 19 and have the posters for the contest in hand by May 14. The Council will then meet the following Tuesday. Councilmember Rohde stated he needs the information for the poster to tell them the rules and what needs to be on the flyer. Chairman Lasley said we need a theme. We decided a few weeks ago that everything we do should be aimed toward the sesquicentennial of the railroad. How do we phrase that to tell them this is what we want? We do not want it too narrow, but at the same time we want them to know the idea. Councilmember Zollinger said that would bring more awareness. Chairman Lasley said we could simply say it is railroad based with a historical look for Box Elder County. Councilmember Holmgren suggested the new old west, which could be centered on the sesquicentennial and could be then and now. Chairman Lasley said we have to be vague enough that they can do anything they want, but at the same time they are focused enough that they hit the right area. Councilmember Rohde suggested saying help us kick off the sesquicentennial of the meeting of the rails. Councilmember Zollinger said visually you are thinking about the Wild West and anything to do with that. The Council agreed those posters would need to be done by May 14 and they would judge them.

Councilmember Rohde said the chalk art contest will be held at Midland Square, but they need to come up with a start time. Councilmember Zollinger said they would have to have the whole day. Councilmember Holmgren said it could start in the morning and run through the day with judging in the afternoon. Coordinator LeFevre said we could even give them two days. They could start on Friday and have until Saturday. They would be judged at 4 p.m. with an award ceremony at 5 p.m. Councilmember Zollinger said they would have to be judged by age. Councilmember Rohde said the chalk art itself does not necessarily need to be about the sesquicentennial, it could be about anything, but the poster should be. Councilmember Holmgren said on the day of the training we will have someone there to do an example and talk about how it is done. Those who want to learn are encouraged to come. Chairman Lasley said people could get the materials and get excited about the event so they can triple the amount of people involved. What do we want to give away as prizes? Councilmember Holmgren said what money do we have? Chairman Lasley said do we ask for an entry fee of $2 or $3? Councilmember Rohde said not this first time. Chairman Lasley said they could purchase materials to sell on May 19 and then let people know where they can get more. Councilmember Holmgren said do you know an artist who could come? Coordinator LeFevre said I know people who ran other contests. His contact said they are meeting this week. Chairman Lasley said in order for us to do this by May we need to have a flyer available to us by Friday or Monday. Councilmember Rohde said I would need you guys to respond back so I can get approval and have it done. He would take pictures and send them to all of the Council to provide feedback. Chairman Lasley said this has to happen fast. This will take a couple hours each week to make this happen. Councilmember Rohde said I am really vague on what the flyer needs to say. We need to announce the May 19 event, as well and the June 23 event. It seems like an informative flyer. Chairman Lasley said we hope this will generate activity for May 19 and June 23.

Councilmember Zollinger asked if there are any City rules for drawing on the City sidewalks with chalk art. Councilmember Holmgren said they could approve this in City Council. Chairman Lasley said they would do a minimum of a four-foot square and have pre-assignments for their spot. If they have a good turnout they might need more of an area. Coordinator LeFevre said they can shut down 100 West. Councilmember Rohde said rain would cause trouble. Do we spray it after to preserve it longer? Coordinator LeFevre said there is different chalk they can use that will last longer. Chairman Lasley said they would specify no oil pastels. Councilmember Zollinger said it sounds pretty fun. Chairman Lasley said we will suggest the chalk to use, but they can use what they want. We will get the flyer out and are we going to invite a food vendor. I think we need a minimum of three food vendors and should have the street blocked off. The turnout we get on May 19 will help us to get more on June 23. It would be good to have food vendors during the chalk demonstration. The demonstration hours need to be on the poster and the artist would decide how long it will take. The Council agreed they could say it will start at 9 a.m. and goes until they are done. Councilmember Zollinger said what food vendors do we have? Coordinator LeFevre said they have local food trucks, but some will drive from Ogden and Logan. However, they go to other events so they would have to book them. Councilmember Zollinger said she would get in touch with the food truck she knows. Councilmember Holmgren said I am not so sure about having this long meeting on May 19. We could have an artist come and draw and talk about it for a demonstration, but I do not think food will keep people there. People are busy and will have things going on. Chairman Lasley said I agree with you, but if the artist is willing to do it we need to do everything we can to get people to stay. Councilmember Holmgren said we could have the person come and start putting it together. They could have it almost done and talk about it. Councilmember Zollinger said whoever we get would know how they want to do it and they can tell us. The artist could start Friday and we could have a demonstration from 10 to 11 a.m. with food trucks there. Councilmember Holmgren said getting people together for a long time is hard, but they could get tips on chalk art. Councilmember Zollinger said they could come with samples. Councilmember Rohde said this would allow people to play with the media on the sidewalks and to buy a packet so they can come back in a month for the event. Coordinator LeFevre said his contact will text back with several who can help run the event.

The Council agreed to meet again on Tuesday, April 24. They plan to deliver the flyers on April 27 to the different schools informing them about the poster competition. Councilmember Zollinger asked about size. Chairman Lasley said any size is fine and we will pick a winner by May 19. The Council will have to have the flyer ready, an artist lined up, confirmation with food trucks and know more about the materials needed. They will also walk around the park to determine the best layout for the event.

c. Discussion of Murals and RFP

Councilmember Rohde said he drove by the proposed area, which looked kind of small. However, he said it should be cool. Coordinator LeFevre said this is the first grand entry into the rodeo. Some representatives from the County came to the City and said it would be in our best interest to do a mural for the County, especially since they will help fund that. Councilmember Holmgren said I think it is a great idea at the fairgrounds. Coordinator LeFevre said that is only a six-foot wall so it will have to be shrunk a bit. It is on the south entrance of the rodeo grounds. Councilmember Zollinger asked if they have applied for the grant ($7,500) to support a mural. Coordinator LeFevre said they have, but have not heard back yet. We need to vote if this will be the next mural that we do and that it will go on that wall. Then we can put out an RFP.

Motion by the consensus of the Council to approve the vote and move forward with the Mural and RFP. All approved.

Coordinator LeFevre said we will put out an RFP for this, as well as one for another wall. They will see how far that money can stretch. Councilmember Holmgren said they need to consider a mural of the Shoshone tribe. Councilmember Rohde said it would be three to four years before we do another mural. We could also put in for other funding.

Motion by Councilmember Rohde to adjourn the meeting. Motion seconded by consensus of the Board. The meeting adjourned at 1:05 p.m.

Follow-up items for the Council

Coordinator LeFevre will add information to the bottom of the bill about upcoming events. He will also line up a chalk artist, who will do a demonstration, and he will look into the cost of materials. They hope to get wholesale cost.

Councilmember Rohde will create a flyer about the poster competition and upcoming chalk art events. The Councilmembers will need to respond to his updates for final approval.

Councilmembers Lasley and Zollinger will deliver the flyers to the schools when they are completed.
